Golden Shadows Dogwood - Help!

Does anyone know what is wrong with this tiny dogwood tree? It seems to be growing very well, but then the leaves do this. Thanks.

tiny dogwood tree. Is this a tree or a bush. Looks like Ivory Halo, a bush. How old is the plant? The bushes are susceptible to fungus problems and need to be sprayed regularly.

Thanks for your response. It is a tiny Golden Shadows dogwood tree. Just planted it last year. I moved it to a super shady location and it is doing very well. The new location is also protected from the winds. Frankly, it gets no sun at all now and is sending up new branches and the new leaves are the correct color. I never thought it would survive where it is now. Just goes to show how unpredictable gardening is. Thanks again, Lin
