Help hide and ugly tree stump

I live in an apartment complex that a few years back had a small tree in the front yard that was cut down. The stump was never removed and stands about 8 inches inches high and 20' in diameter. The owner shows no interest in removing it. It is such an eyesor and quite obviously a hazard of sorts. Is there anything that I can do with it to help hide this eye sore? I appreciate any and all ideas!

Plunk a large pot of flowers on top of it. You may have to screw it to the stump to thwart thieves, do that before filling it..

I like the flower idea, or it could be used for a bird bath base with flowers around the stump.

Just recently I saw a great idea for hiding a tree stump. You take a wooden half barrell and remove the bottom. Put it aroung the stump and fill it with soil. Plant your flowers and no on sees the stump, or can walk off with it.

How about planting some vines? No container to worry about, provides a natural covering - moonflower, hyacinth bean vine, passionflower vine, cypress vine, cardinal creeper, black eyed Susan, etc.
