Seeding a ditch with rudbeckia & coneflower

I have a weedy ditch that's too steep to mow. It's fairly dry all summer but can get wet in the spring. I'm thinking I'd like to try filling it up with wildflowers and since a few rudbeckia grow wild in the ditch I'm thinking maybe a rudbeckia and coneflower seed mix would be a good choice. (Please correct me if I'm wrong!) I have a couple of questions, though, about sowing from seed:

1) When?
2) How?
3) Will the plants likely survive if the county comes by and mows them down in late summer? (They usually mow all the ditches, although they may be kind enough to skip one filled with flowers--who knows?)
4) Does anyone know a good bulk seed source?

Plant them in the fall. If possible, get rid of all the grass before casting the seeds out. Then cast the seeds, tamp them down, then cover with about 1/4" of soil.

I'd only like to add one thing to what stephanietx said....and that's great choice....I grow both, rudbeckias and coneflowers.....love'em both.....make the summer and fall garden something special...make your ditch something special too.....
