Shrub Identity?

Daylesford, Victoria, Australia

This is a deciduous shrub (approx. 6 feet tall) that grows in my parents' yard in Atlanta (zone 7b). It was planted before they moved in, 1991, and they have never been able to identify it.

In March, it is densely covered in tiny white flowers. These resemble the rose-like flowers of baby's breath.

Any ideas what it could be?
