can tulips be uprooted and replanted while in bloom? Will they stay blossomed?

They can if you take a very large amount of dirt with them and get most of the roots with the root ball, so to speak. However, you do risk wilting and a shorter life span. I have done it -- but it seems I often misjudge how far out or how deep the bulbs are -- and I have cut the bulbs in the process. (That is me trying not to lift a huge big shovel full.)
Once you move them -- water them in well and consider adding a little compost tea or organic fertilizer to help with the shock.
