Someone else posted earlier about a nonblooming dogwood and thwoods said that they need to be somewhat mature before they bloom http://davesgarden.com/community/forums/p.php?pid=4910210 So yours is probably just not old enough yet.

It takes several years before a Kousa will bloom. It can alternate bloom years also. When it does bloom it's a fantastic site. Mine is due for a good one this year. The flowers stick straight up from the branches and last almost a month in June here in Illinois. Later the big red seeds look like satellites. I took a picture this morning. It's just starting to leaf out. It's probably about 12 years old and I keep it in tree form. Just as I took the picture the dog ran past. Hope it's not too blurry. I don't know about NC, but it took about 5 years before it finally bloomed here.

My kids had given me a dogwood for either Mother's Day or my birthday, but a few years ago. I waited very impatiently for it to actually bloom. I don't know how old the tree was when they gave it to me, but it was probably about 4 ft. tall after it was planted --- and it took it another couple of years to bloom well. Early frosts and other things can affect them, but it does seem that those in the wild actually bloom a little smaller than the cultivated ones -- or maybe that was just my lack of patience showing.
