late last year I noticed the leaves were doing this curling thing and also had powdery mildew, so I cut of the powdery mildew section and it looked to do okay. looks to be happening again...just wanted confirmation. Any suggestions???

That happens when there's too much moisture/humidity on the leaves. Almost all plants are susceptible to diseases if you keep their leaves wet roses tend to be particularly.
To avoid it from happening, keep the leaves of your roses dry and use drip irrigation system, so you bring the water to the roots without having the leaves get wet. The worst thing is an irrigation system or sprinkler, which waters the leaves. If you must use an irrigation system/sprinkler use it in the morning only, that way the wet leaves should rather quickly dry when the sun comes out.
At this point, remove the offending branches and make sure you burn them or throw them in the rubbish. Then, give it a spray from natural fungicide, and keep those leaves dry and make sure there's plenty of air movement around the rose (don't crowd!).
Ah...okay. I was wondering if it could be damage due to pesticide? In NoVA we have had a rainy rainy spring and this is my only rose bush showing this issue?
Some older type roses are more prone to these type of diseases than other more modern ones where the disease resistance has been specially bread into the shrubs, it is a common problem too with climbing roses that are growing up a wall where there is not enough air circulating around the foliage, the watering suggestion is right and by not making the foliage wet as often should also help prevent this trouble, but do as advised and burn the grey leaves and foliage as it can spread to all your other rose bushes fast, even ones where they are not prone to this pest, once the shrub gets lots of mould, it also is susceptible to get any other attacks from aphids etc as it become weaker and cant fight off all that nature throws at it. good luck.
