Should the rows run in a general east-and-west or in a general north-and-south direction ?
How to lay out a garden
I have gardened for over 30 years, I usually have them run north south so as to maximize the sunlight. I plant the taller ones where they won't shade the shorter ones too much. But I gotta say I have had occasion to plant just about any direction and it really doesn't matter that much. Enjoy!
When you say plant rows, do you mean rows of veg or flower beds, veg are best growing north /south where as, flowers trees and shrubs are different in that some need west or south facing for either sun or shelter from different elements, some can be sufficiently sheltered from the larger plant growing next to it, beds can be planted any direction, but you would need to choose flower/plants for that situation, so it would be better if you could give us a little more idea of what plants you want to grow, soil type etc and we can all muck in to give you more help and info. Whichever way works best for your area is probably a good way to go. My yard works best with an east/west direction for the rows. I agree with cactuspatch, though. I don't think it really matters as long as the taller plants are not shading the shorter ones.

Thanks for the feed back. My veg garden this year is 26'x20' last year I planted East to West.
This year I started planting East to West with the corn rows at the north side.
