Flower Bed Question

The previous owner of my home planted some hedges right up close to the house. In front of the hedges is a flower bed with some other plantings that died. I was hoping to remove the hedges this year, but it may be next year before I can do that. In the mean time I want to plant some annuals in front of the hedges. When I was removing the old mulch, dead plants and weeds, I found a lot of roots. I know that eventually I'm going to have to replace the soil in this area but did not want to do that until I have the hedges removed. The roots make it difficult to plant anything. Any suggestions on how I can temporarily spruce up this area until the hedges are removed and I can completely re-do the flower bed?

So what about all of the roots that cover the flower bed? How do I bust up the roots or do I just need to replace this part all together before adding annuals?

I would cut them out. You can use hand clippers if the roots are small enough. I would them put in some composted manure and garden soil from Miracle Grow or one of those types for flowers. You can also add some perlite to help with drainage and helping the new plants establish roots.

That's just what I would do.
