I am wanting some suggestions on some flowers i can plant in my very shallow garden. It gets lots of sun!!!!

Does shallow mean the soil is not very deep? What is under the soil ?
yes, not deep! It looks to me to be some kind of gardening carpet type stuff! It's black and seems impossible to penetrate. We recently bought the home!
Is it maybe some sort of weed barrier cloth that the previous owners put in? If so I'd try and pull it out of there completely if you can, it will open up a lot more possibilities in terms of what you can plant, plus your soil underneath will be happier.
Was anything planted there now? It def sounds like some kind of weed barrier and most flowers need room for their roots. I'd dig it all up if I were you. I had to do that here also, it's a pain but then you're free to plant anything you'd like.
If this were an older house, perhaps in a rural area, such a barrier might suggest a cover for a dry well or old septic system. That would open up more problems for you.
If it is "just" a weed barrier, it needs to come out, and it'll be hard work. Good luck with it.
