My First ZZ Plant

I just brought my first ZZ Plant and after reading that the tubular can be separated, when is the best time for me to start another plant I just purchase it yesterday and also since I have some catus soil could I use this to repot my ZZ Plant? Also, I notice that the tubular is showing at the top of the soil.
