I have a few cacti, a majesty palm, and a money tree and I don't know when to fertilize any of them. Is there a certain time of year that I should fertilize my plants? How often should I fertilize them? What kind of fertilizer is the best?

MaryPop...It's great to see someone else living in the same area! I was doing some research online and it turns out Shultz makes a liquid fertilizer just for cacti/succulents. It's called "Shultz 2-7-7 Cactus Plus Liquid Plant Food". You can buy it online at http://secure.cartsvr.net/catalogs/catalog.asp?prodid=4809527&showprevnext=1
It costs $6.99, but I'm sure you can find it at Wal-Mart or Home Depot without paying the shipping and handling. Unfortunately you have to be a paid subscriber to post on the cacti blog, so I couldn't do anything there.
I hope the Shultz works good for us both...as for my other plants I am not sure how a regular miracle gro formula will do.

I decided to use Osmocote to fertilize my palm and money tree and I bought the shultz fertilizer for my cacti. I fertilized the palm about a week ago and today I noticed a few roots poking up bout of the soil. It is time to repot, but I don't know if I should refertilize too. I should have just waited until I repotted to fertilize in the first place, but I had no idea the palm was ready.
Will I be over-fertilizing if I feed again when I repot? The fertilizer says to feed every 4 months, but since its a smart release plant food, I'm not sure that still applies once I move the plant to new soil...
Where I grew up palms, succulants, and cacti were usually outside. Don't know a whole lot about indoor culture. However, I do know that palms are sensitive to salt build up in water and fertilizer, so go light with the fertilizer and leech (flush pots with plain water or rain water periodically). I leech palms Spring and Fall outdoors and then a time or two in the shower to remove dust during Winter. Stick to cheap nursery pots placed in decorative baskets and ceramic to make the hauling practical.
