Need plant with height for along a fence

I'm looking for ideas for something I can plant along a fence in an area that is about 3 feet by 25 feet. I would prefer something w/ some height. The area runs along a wooden fence and is next to a pool (see attached picture). I would prefer something that stays green year around and is easy to maintain, but not something that takes over quickly or has aggressive roots like ginger b/c I wouldn't want the roots to eventually crack the concrete pool decking. I'm in south Louisiana so we have hot & humid summers and mild winters. The area is in full sun. Any ideas?

I'm sure that some one who knows lots more than me will come along, but how much splash does this area get from the pool. Some plants don't appreciate pool water, so that might be something to consider.

If it doesn't get too much splashing, would you consider something like Knock-Out Roses. They will bloom almost all year and should stay green. They are low maintenance, only requiring pruning a couple of times a year. They do have thorns, so if that is a problem, then they may not work for you.

Anyway, just a thought.

Would you consider a long planter box with something growing in it like lantana?

Or, a long bench (flip up lid for storage) with pots on it.

It looks like a great space calling out for plants, etc., but I wonder if the three feet width would allow clearance for shrub maturity without infringing on that great walkway.

I'd rather not do a planter but that may be my only option. Someone suggested a climbing vine or rose, so I may try that.
