It looks like a fungal disease of some sort. I know there's a leaf spot disease that Photinia x fraseri is very susceptible to so it could be that one. It's a big problem in the south and I think people are trying to avoid planting this particular species anymore because of the prevelance of this disease. i've lost more than 10 of these plants which were planted as babies more than 10 years ago. every year another one dies. the were fencing in my front yard, but now i have "gates" everywhere. they just seem to dry up, even though i water them. i planted ferns around the bottoms to help fill in, but the ferns took over

fungus Entomosporium maculatum -- I read that there are two types of red tip --- one type that has this disease and the other type is one that will get it! It is such a shame because I have seen these trained to a tree form and they are just gorgeous. I'm not sure what the treatment is - you can research it but it seems like I read that in the long term you will be doing battle forever. Good luck with your quest!

Photinia x fraseri is susceptible to it, there are other species of Photinia that are not susceptible. Unfortunately, P. x fraseri is the one that's most commonly been planted as a landscape shrub. There really isn't a cure, the best you can hope for is to delay the inevitable. Or pull them out now and replace them either with one of the species that's not susceptible, or else with another type of shrub entirely.
