I bought 4 baby shrubs, forsythia & spirea roots at Sams. Zone 5a gets frost until May. We are expecting freezing & snow on Monday. How do I care for these 4 shrubs? When do I put them in the ground? Should I keep them in a cool dark garage? or a cool basement with a south window & artificial light?

If they're dormant then the garage ought to be fine, but if they've got leaves then somewhere with light would probably be better for them. I'd probably wait and plant them after your last frost date, but someone from your climate would know better than I would. If they're dormant though you can probably plant them sooner, but I'm not sure what is the appropriate time in your area.
Were these plants indoors? If they were and are in pots I would keep them cool and don't let them get completely dry, but you don't want alot of water so they rot. If they are bare root I would pot them up and water them lightly. Like ecrane3 said, if they sprouted I would put a light on them. I have perennials in pots from last summer that I never got to plant. I stored them in the our insulated garage (36-50 degrees) all winter with florescent lights on them. I also watered them. They are all coming back or just starting to sprout. I remember getting shrubs and trees that hadn't leafed out yet and planting them before the last frost date. You could also call a landscaping place that sells these type of shrubs and ask when is the earliest you can plant these.
