Hydroponics-How to set up Compact Fluorescent Lights (CFL)?

I want to set up one of my rooms in my house for growing plants. I want to use Compact Fluorescent Lights because they seem to be very energy efficient and effective. They mostly seem to be "self-ballasted" so I think it's relatively simple. I want to hang the lights in the room. Can anyone tell me how I can buy them cheap (any websites or stores?) and how can I set them up?
