This is my first time overwintering my plants.I bought stands lights but I am not doing so well when it comes to watering.I have these littly white specks of insects that fly, on some of my plants.I think that I am watering to much.I put them in the sink and spray them but I can't tell how much water they need.Is there a way just to measure the right amont for the size of pot that they are gowing in ?
Watering issue
It sounds like you might have an infestation of white flies. Here is some information on these critters: http://www.ext.colostate.edu/pubs/insect/05587.html
You can go to Home Depot or one of your local garden centers and buy some Insecticidal soap for house plants, which should take care of your white fly problem. A lot of people use the sticky yellow tape traps that these flies are attracted to. I have never tried that method but hear it works well. I use a product that I get from Home Depot or Lowe's called Garden Safe House Plant and Garden Insect Spray - it works very well.
If you have children and pets, just take care when spraying any kind of insect control.

Oops ... I forgot you asked about watering! If you "think" you are watering too much you probably are. One way to check to see if a plant needs watering is to stick your finger down into the soil about an inch ... if it feels moist, do not water, if it's very dry you can give it a little water. The type of soil used makes a difference also. Commercially sold potting soils seem to be very heavy and hold a lot of water which is not good. I use Miracle Grow potting soil but I mix perlite and orchid bark in with the soil - this makes for a light mix that allows air flow around the root system as well as good drainage. Most plants don't like soggy soil which will cause root rot.
I got my very first house plant in 1967 and for many years I couldn't seem to keep plants alive, I was over watering them to death! Now, I have hundreds of plants and most of them seem to thrive on neglect. I water once every two weeks most of the year, in winter sometimes less, but I live in an area that doesn't get real cold so we don't have heat on that would dry out plants quickly. It's just a trial and error thing sometimes.

The best way to measure moisture is simply with your finger.
Poke your finger a ways (a couple of inches?) into the soil - if it's moist, don't water. If it's dry, do.
As to how often they need water, it depends a lot on which type of plant, plant and pot size, temperatures, light they're receiving, etc...
Seems that whiteflies thrive in cool and moist conditions, and usually if your temps are cool, your plants need a lot less water than they would if the temps are warm.
