Hi, I got a couple of runners growing up from the ground - can I cut them out and get new plants - if so how should I do it?

You can, if you get the roots too. But the problem may arise that it won't be like the mother tree. Most trees are grown from root stock, which means that it most likely came from a different tree. You can try it and see what happens but I would just cut them out and throw them away.
You're right, I suspect that the vast majority of weeping cherries are grafted rather than grown on their own roots so whatever those runners are they will not be the same as the parent. Also, I don't know how successful you'll be even if you do get a few roots with it...those runners have all the resources of the parent tree's roots to support them as they grow, so when you pull them out, even if you manage to get some roots to go with it, the runner is too large for that tiny amount of roots to support it. I would definitely remove the sprouts though--the rootstock is generally more vigorous than the weeping cherry that's grafted on top, so if you don't get rid of them, they will grow and eventually overtake the weeping cherry, and they will also take nutrients, water, etc away from the weeping part so it's best to get rid of them.
The best way to remove the suckers from the tree and the safest way for the tree, is to try scrape away as muck of the soil around the suckers then take either a small saw and cut them away as close to the parent tree as possible, or use tree loppers the same method as for the saw. if you do leave some bits of the suckers, then they may re-sprout again, best to do this job when the suckers are tiny and before they take energy from the parent plant. good luck.
