i found out that my dragon tree is dying of cold damage when i put it outside to give it a pesticide
treatment, will it ever recover, or do i have to do somthing to help it recover

Betsy: Is it Cold damage or Pesticide damage? Whether or not your plant survives depends on how bad the damage is. If the roots didn't freeze there's a good chance your plant will be okay. If there is any green, live wood, I would repot it in fresh soil and keep it inside in a warm room. Don't overwater, just enough to keep the soil moist. No fertilizer until new growth appears in spring.

I was assuming it was cold damage that was the problem. It depends on what temperatures it was exposed to and for how long. If it just got a little cold for a short time, then there's a good chance it may come back for you, but if it spent a long time in the cold or if the temps were really low, then it most likely won't recover. All you can do is bring it inside and see what happens, either it'll come back or it won't, but there's nothing you can do to reverse the damage that was done. The one thing though is to be extra careful on the watering--if it did get some cold damage, it probably won't need as much water as it did before it got damaged, so make sure you don't overwater it.
Could be both things caused the problem, if you sprayed the plant with a pesticide, then left it outside in a cold temp, then there is a chance as Ecrane say's. that the cold has got to it, remember if you did spray the foliage then the leaves have had a good bit of moisture to cope with and in turn, the cold weather would encourage the foliage to go into shock by the cold AND wet from the pesticide. Bring it indoors, gradually increasing the temp over a few days but dont water it, If within a few weeks there is no sign of improvement, then it will be hard to say if you
have lost the plant or not, as plants can take weeks to show recovery, but it needs taken indoors to stand even the slightest chance, you dont say what zone you are in, but the least bit of temp fluctuation can be the death of indoor plants, remember it must have been a bit unhealthy to start with if you needed to use a pesticide, so poor plant has had a rough ride all at the one time.
