Is the dried up flower-head the seeds for the echinacea? I separated a flower -head but found no seeds

The seeds do form there, but if you pulled it off too quickly after the flower stopped blooming the seeds might not have formed yet.
No, the plant was completely dried and I pulled off the seed head but I don't see any black seeds. Should I be seeing actual seeds or just the dried whatever it is called.

It is possible that it might not have formed seeds--I don't grow coneflowers, but I know with other plants there are some hybrid cultivars that are sterile, or there's always the chance that it didn't get pollinated or something and didn't make any seeds.
