Yes, it would seem the green flash can be seen all over the planet, including the South Pole. Of course, the right conditions must be present and it is a rare occurence. Observers have probably seen it at the North Pole too, but they got ambushed by a polar bear while watching the sun and waiting for the flash, LOL. I am told such observers are delicious: soft on the outside and crunchy on the inside. But silly me, I digress... I wouldn't want to be off-topic.
We're off to dinner at a restaurant. I don't know which one but after this week's course, study and exam, no dinner will be prepared here tonight.
