I am trying to identify the tree displayed in the attached link that I've seen a couple of times now. If someone could tell me the name and where it can be found online or at any nurseries located in New England it would be very much appreciated. The foliage looks very similar to that of Juniperus Blue carpet but with a green coloring.

Not sure which one you mean. The one in the middle or the weeping one?
the question is concerning the small tree in the middle of the picture, not the larger weeping one to the right.

It looks like a cultivar of Chamaecyparis pisifera, possibly 'Baby Blue' or 'True Blue' although it's pruned in a very odd way. If that's it, e-mail Monrovia nursery http://www.monrovia.com/MonroviaWeb.nsf/Splash!OpenPage and/or Iseli Nursery http://www.iselinursery.com/ to see if they ship plants to any retail nurseries in your area.
