I have 6 shurbs of texas purple sage and they are getting too large for the area I have them in and I want to know if I can cut them back. If so when should I cut them back and how far can I cut them. they are about 4 feet now and still blooming. I have cut them before but need to cut them about 2 feet. also can you root them and if so how do I do that.?

I know what the plant sage is as I grow it in my herb area, but honestly dont know the Texas Purple one, but if it is a member of the sage family, then yes you can cut them back, in fact they should be cut back each year as like lavender, they go all leggy and the stems get very bare at the bottom, I would give them a haircut, but dont cut all the way down into very old wood and on your age of plants, there will be old wood, it might be best to even cut say half of all the growth this year and the others next year so you dont loose all the shrubs, dont cut one half say the front, but select the branches/shoots you think are not flowering too well, this will allow air into the center of the bush and light for next year. the following year you do the same, however, someone else might come into the forum and give you better advice.
for cuttings, you remove the bottom leaves from the shoots you have cut, place them into a mix of compost and sand, water well and they should root away withing 6 weeks, keep an eye on them so they dont dry out too much but these plants dont really need a lot of water once established, the cuttings should be no more than 6 inches tall as any longer they will just die off or topple over due to too much foliage to support with no roots. good luck.
