Another plant identifications

Another plant that grows in bunches from the base. Again when and how should these be trimmed or pruned.

At first I thought your plant had silver foliage but upon closer inspection it looks like it is completely covered in powdery mildew! I can't even tell what it is under there. I'm going to hesitantly suggest Ligustrum japonicum although I've never seen one affected that way. Have you guys had a lot of rain or humid weather? If it's an evergreen I'd suggested giving it a good dose of Daconil or Fungonil. If it's deciduous at least you get to start over next year with a fresh new batch of foliage (then watch it closely!)

I agree looks like lillac to me too! They are prone to mildew is true! i do nothing to them if they get it. They will release those leaves this fall and start anew in spring. That is why on older property you often find them planted in the middle of the yard or in rows by themselves so they get air circulation all around to prevent this condition.
