I have several clumps of ornamental grass but no maiden grass. Still, I'd say that looks like the seed head to me.

Yes, that is the seed head of Maiden grass. As the plant matures they'll come in much fuller and prettier. In fall, they curl under and can be kind of pretty through winter (in a dormant sort of way).
