A year ago we planted asian jasmine as a groundcover. We have been adding more to the area to hasten the area cover and perhaps have to deal with less weeding in the meantime which we seem to be doing all the time . Any sugesstions of a weed killer that can be used yet not harm jasmine growth in the meantime. However it seems we are always weeding. Can't put down any form of mulch etc. as that would prevent spread of jasmine by it replanting it self etc.

Are the weeds grasses, or are they other sorts? If they're grasses you might be able to find something that would kill them but not the jasmine, but if they're non-grassy weeds, then your best bet is to get in their with a paintbrush and paint the weed killer carefully on the things you don't want. This won't help with the weeds that are already there, but you could also put down a pre-emergent herbicide to prevent new weed seeds from germinating (the jasmine's not spreading by seeds, so this shouldn't stop it from spreading)
