Is this a bug or a bigger problem

The leaves are looking like a slinkie.

I don't use any type of herbicide, The only thing that I have sprayed for is i had aphids on my lupine that is about 3 to 4 feet away and that was about 4 wks ago
I have two plants and the one I found this on was further away.
Could it be possible that they need to be divided ?
It says they should be done every 3 years. But I don't know if I should do that if they have a disease.
Heres a pic the one that I got the leaf is on the left.

Why not try posting your pic in the iris forum? Maybe someone there would have an idea. Sorry I can't be of more help. :)
