What is it?

I am working on a shade garden and this plant was already there. I have no idea if it is a weed or a plant that was here prior to me residing in our home.

I'd get confirmation on this, but it looks to me like mugwort, which is sometimes also called chrysanthemum weed because like garden chrysanthemum they have similar foliage shapes and aromatic foliage. Mugwort is white wolly on the underside, while garden chrysanthemum is only a bit wolly.

There are some other possibilities, like common ragweed which has a similar look when it is this low.

I'm 99% sure it is safe to remove as a weed. If it is mugwort, you'll want to be careful to remove the entire root/rhizome, as it will come back if part of the rhizome is left.

I think it's Common Ragweed...they pop up everywhere.

I think it's ragweed, too. Kind of a pretty leaf though, isn't it? It's all over the road sides down here at the moment.
