my roots are growing above ground
Your soil might be quite heavy. My garden is new, too, with imported soil & compost, and I can't get my radishes to grow underground for nothin. I'd suggest you cut open a trench right next to the exposed roots and just shove them in. This winter, I'm going to chop up my grass clippings and fallen leaves (run the lawn mower through the drifts) and mix the debris into the soil of my raised bed. This should lighten up the texture of the soil to where I can grow radishes and maybe even parsnips. I'd bet if you did the same your chard & collard roots will stay put next year, too.
