I am just starting a vegetable garden for fall crops. How often should I water and how long. Twice a day? Three times a day? They are going to be grown from seed.

How often should I water.
If you mulch, then when the mulch looks bone dry plus one day. Here in Texas, that's every 2 days if I sprinkle 5 minutes with my sprinklers or every 3 days if it rained hard.
In other words, the answer is different for different soil drainage conditions, weather, humidity, and types of plants you grow....
I'm certainly no expert, but I would also guess that until you have true plants (not seedlings), you might want to be keeping the soil on the moister side--they'll be fragile for a little bit, and dry out easily. I guess my usual plan of attack is to water just enough to keep the soil damp until the plants are looking pretty sturdy. Then start hardening them off to something more reasonable.
