What is wrong with this plant? I just moved into a rental house and all the plants look diseased and/or unhealthy. Help!

This comment goes for all the diseased plants you posted...without knowing how they were cared for (or not) before you moved in, it may be hard to figure out exactly what's wrong. I would suggest cutting back any sick looking branches, make sure you give them enough but not too much water, and then hope for the best. If they were victims of something like erratic watering, most of them should hopefully come back once they're receiving more consistent care, plants are pretty resilient!
I agree with Ecrane, it is difficult to asses the problems as there is no clue how they were before, if a property has been empty though, it is normal to assume the garden did suffer a bit of neglect and lack of water especially in the heat if the summer, dont know what zone you are in, but the soil AND plant looks really dried solid, if you can, cut some of the foliage away and really soak the soil to give the plant a good drink, then cut back slightly when you water in a few days time or the next day if you are in a real hot area, once you see the plants pick up a bit, then give them a liquide feed for this year as it is more instant, but the most economical type of feed for next sprig application, is either animal manure added to the soil as you dig and weed the border/soil, or some well rotted compost added to the soil in the same way, you will soon get used to when your plants need a good watering and feeding, yellow leaves are a first sign of stress either from lack of water or food, so really, just keep a careful eye on the plants, if it is your first garden, go along to your librery and get some books about the care of plants and pictures to help identify them and you will be surprised how much you start to enjoy the garden rather than worry about it, so good luck.
