I can't seem to precisely identify it.. I thought it might be a juniper.. it was sold as a houseplant so I didn't think it would be a spruce..
Can I rescue this plant from death?

I've tried sun, no sun, water, little water, lots of water.. it just seems determined to end its life..

Can't really tell due to blurry picture but it kind of looks like perhaps either a blue Leland cypress or a cedar tree. If either is the case, then I would say it has probably outgrown the pot it's in. Try repotting to a little larger pot. I would amend the soil with some peat as they both prefer acid soil. Keep only moderately moist. I would gradually reintroduce it to full sun (put in full sun after it has begun to show signs of improvement). As stated, I'm not positive on the I.D. since I can't see the picture real clearly--hope this helps.
I'm wondering now if it's a Blue Ice Cypress. The needles are actually pretty prickly -- not like a cedar. But it does have a blue tinge to it (kinda silvery blue when it was healthier).

It may also be happier if you take it outdoors for the summer--I don't know what it is but most of those sort of plants are going to be happier outside. If it's not hardy in your zone then bring it in for the winter, but I'd leave it outside during the nicer months of the year.
There is a blue cedar tree too. My hubby loves cedars. While I was landscaping our yard, I found one and bought it for him. It's growing quite fast and is a beautiful tree. Cedars are very prickly. Don't know about blue ice cypress but I have a bald cypress and the leaves on it are soft and feathery.
I can't tell by the blurriness, but could it by chance be rosemary? If it is, too much water will kill it. Or at least it killed by little rosemary plant I bought. Overcare is one of my problems.
I planted some from seed and allowed them a bit of creative neglect, and now they are about six feetl tall and doing quite well.

Looks more like a ceder or some kind of what we call garden conifer, I would sugest this is not a house plant but a garden one, so if it cant take heavy frost, then give it shelter only in these conditions, indoor is too dry atmosfere for the foliage and too wet soil to comensate for indoor care, do as Ecrane said and repot it, dont over water it but let it grow outside with more air around it, it looks like it is really strugling where you have it right now.good luck WeeNel.
