I just moved my holly bushes, very small, to a sunnier location. When can I fertilize them?

As a general rule I would not fertilize any woody plant that has been transplanted or planted for a year afterwards. Evergreens would be better to fertilize in the spring opposed to fall.
I fertilized mine a few weeks ago with hollytone, and to be honest I don't see any difference.
You won't notice a visible difference especially after a few weeks, fertilizers aren't magic. If you want to see what the fertilizer is doing, you either have to let the plant get to the point where it's suffering from lack of fertilizer then you may see an improvement when you use some, or else you need to grow two of the same plant and fertilize one but not the other, then you'll be able to see the difference. But bigcityal's right about fertilizing transplants, it's not a good idea to fertilize things right after they're transplanted, you want to let them settle in first.
