You can pinch back or cut off the growing tips. This will force side shoots and the plant should be bushier. Like in picture #3, you can cut the top off down to the first set of leaves.
As a rule, when Dahlias start growing after being planted in the garden, they tell you to pinch out the growing end after the plant has developed 3 or 4 sets of leaves. Do not fertilize dahlias with any strong fertilizer and it is a No--No to use anything high in Nitrogen (the first number). All that will produce is an abundance of leaves. You want flowers.....
You DO know that you will have to dig the tubers up after the frost has hit.
