Starting May 14th the price of a first class letter will be 41¢. In talking to the postmaster they said that some items will not go up. I asked her about small bubble envelopes we all usually send for seed trades and she said it probably would not go up but wasn't sure.
Here is a link from the USPS but it really doesn't tell you much.

Postage Rates Going Up!
Thanks X. I believe they are also going to introduce the 'Forever' stamp. You buy it at whatever the current stamp price is and you can use it forever without having to add to it after future increases.
Oh I didn't know they were available already. Watch - if they become too popular they will probably discontinue them!
I understand that they are also making some changes based on the size and thickness of the mailing. I am not really sure of all the "classifications" but I think the only basic one stamp item is going to be up to a business size envelope that is less than 1/4 inch thick. Or appx 3 sheets of paper in an envelope. I think they are waiting to "educate" us until there is so much going on we don't notice. I read an article about it this AM but can't find it now ;-) I'm always older after dark and therefore remember less ;-)
I could care less how much postal rates go up. I still have to mail one letter a month. Other than that, I have severed all ties with the post office.
