I have a wooded hill in my backyard which provides great privacy from my top of the hill neighbors. There is a curved retaining wall holding up the hill. I have created a bed 2-3 feet back from the retaining wall which I use for planting annuals. Back from this bed it's all ivy, wisteria, red bud trees, some native cherry trees, etc. Basically, it's been left up to mother nature up on the hill.
Recently I had to have a 200 year-old oak tree above the retaining wall taken down. In the process, the tree guys took about a 20 foot long area of my hill and stripped it bare! They took out all the saplings and trampled the ivy. What an eyesore! So now I need to replant the "woods". I'm going to put in some white pines at the top of the hill to give me back my privacy. I'm going to put in a couple of native dogwoods, and perhaps a crape myrtle on the hillside. I'm sure the ivy will begin to fill in from the sides.
What I'm looking for, since everything is dark green all winter long and most of the summer, are some bushes that are evergreen but not green -- something that is red over the winter or maroon, even a yellow-green would be okay. Any suggestions would be welcome.

I have a gold mop juniper thats gold all year. I think you might check out junipers. I also have wintercreeper(euonymus) thats green in summer but red over winter.
Or good hollies with lots of berries. Or deciduous with berries, or colored winter bark like the dogwwods red and yellow.
