What it is? It is about 3 inches length. Is it friendly or foe?

Unknown Giant Beetle
My guess is a longhorned beetle (family Cerambycidae), maybe in the genus Prionus.
This is what is known in Oklahoma as a blister bug. It will destroy your plants.
What's about Giant Root Borer (Prionus spp. Fabricius)? It is female and laid the eggs in soil near tree roots.
