I read an article a while back that I can't find anymore about using herbicides on weeds. The method was using some kind of upside down bottle on a stick with the hebicide in it, with a wick type applicator so the weeds can be touched with this and not touch any good plants around it..does this bring up any ideas???

GEE,
I dont recall the name, but weed stick comes to mind. It was sort of a giant injector for plants.

Just go to any search engine and type in weed wick there are a number of those things on the market.
