There's meadows and feilds by my house that are just neglected and are weeds, although wildflowers have made some foot holds.
I'd really like to help reclaim these areas by putting down the appropriate native seed for it's climate and location.
I have NO idea who it belongs to, probably the city official or the state or I have no idea. I'm pretty sure it's not private land.
Whom do you guys suggest I call?

Be careful before you and the appropriate officials decide to change the potentially important wildlife habitat. You'll probably have to get a wildlife biologist involved.
Reason for my concern, there is a not-so pretty creek running along a street where I live, and a neighbor mentioned how ugly and unuseful the creek is, she stated "it's probably some kind of suage drainage". Turned out, it was a protected habitat for ducks and baby fish.

You can probably find you local property records on line by entering your county and state.
We even have some bogs in the area. I haven't been out in the field yet but I'm excited about what I'll find, maybe some native carnivorous plants.
Oh! There's a watershed building in the area, maybe I could pay them a visit. Or call the agricultural office.
