little black bugs making lace out of my broccoli

I planted a couple broccoli plants that I got from the store. They were healthy and began to put out new leaves. Then one evening I came out and they had teensy black bugs swarming all over them! The leaves are riddled with holes, and I doubt if the plants are going to live. The bugs are tiny, less than the size of the head of a pin. They look shiny, and when I try to brush them off, they either flutter or hop away and then come back. I sprayed the plants with Safer, that I got from Whole Foods. There are possibly less bugs now, but still enough to destroy the plants. They walk right over the poison like it was a Sunday stroll.

I dont think that "Safer" is a poison. I think you need BIGGER guns.

Brocolli is one of their main food plants, as you'll see. You might call CSU Extension and see what they suggest. There don't seem to be any organic controls for them....
