What causes this damage?

I'm posting these for a friend of mine new to DG, deerandme (you can join the welcoming committee here: http://davesgarden.com/forums/t/607141/ )

What would cause this type of damage? I'm assuming it would be a sucking insect like a mite?

It's also on this plant...Thought this doesn't look quite the same. Does it look more fungal in this case?

the last picture, under the leaf, do i see tiny webs? if so, spidermites. that first picture looks like maybe flea beetle type damage, but i'm not sure.

the spots are on monarda, black eyed susans, oregano, and recently on perennial salvia. seems to be spreading. don't know if it is fungal or pest. Don't know the remedy. thanks for any help you can give. plants are in half day sun half day shade.

It is not an insect. It is either a fungal leaf spot like cercospora or phyllosticta or a bacterial leaf spot like pseudomonas. Here is a website comparing cercospora and pseudomonas. http://www.ext.nodak.edu/extpubs/plantsci/rowcrops/pp1244w.htm
