Watering outside plants with tap water

I have a friend who has some tropical plants (live in Zone 5), like Mandevilla and Oleander planted around her house. She has been watering them daily and the leaves are turning yellow. Could it be because of overwatering or the chemicals in her tap water. If it is the chemicals is there a way to filter them out?

If her plants are in pots she may be overwatering. I have oleanders in the ground here and if I overwater them the leaves will turn yellow for a while. Lin

If it's city water, it can contain chlorine and flouride which can cause yellowing. If you have ever turned on your kitchen or bathroom faucet and were reminded of a swimming pool because of a strong chlorine smell, odds are your city water is contaminated with bacteria or fecal matter more than normal. I try not to water tender plants or seedlings with water fresh from the tap. I'll fill up my bucket and let it sit for a few days.

oleander are not water lovers unless they are in very small pots and rootbound.
