Small caterpillar infestation

Kerhonkson, NY(Zone 5a)

I'm in the Hudson Valley, New York, and we are infested! Millions of horrible little caterpillars eating all the tree leaves and devastating my roses ... I have hand picked the roses and I don't like to use chemicals ... but ... any ideas? Anyone know what these are? About 1/2 inch long, dark and voracious and seem to be laying eggs in rolled leaves ... last year we had a gypsy moth infestation ... nature sucks ...
