Small caterpillar infestation

I'm in the Hudson Valley, New York, and we are infested! Millions of horrible little caterpillars eating all the tree leaves and devastating my roses ... I have hand picked the roses and I don't like to use chemicals ... but ... any ideas? Anyone know what these are? About 1/2 inch long, dark and voracious and seem to be laying eggs in rolled leaves ... last year we had a gypsy moth infestation ... nature sucks ...

Use a BT containing biological insecticide like DiPel http://www.valentbiosciences.com/docs/pdfs/learning_center/LC_DiPel.pdf
