lilac leaves

Every year something eats around the edge of each and every lilac leave so that they have a scalloped appearance. Does anyone know what it is and how to control it?

I'd speculate that your lilacs are being visited by leaf-cutter bees. Unfortunately, I have no idea what to do about them--other than stand by in slack-jawed wonder at the surgical precision of their cuts.
