It has always been my belief that you get better, more even results if you apply a liquid fertilizer to moist ground. My reasoning being that you get a more even saturation thus a better uptake by roots. If the ground is already moist, it sinks in faster and there is less chance of run off or channeling that you might get with dry ground. I think this applies too to liquid insecticides you use with a hose sprayer.
I'd like to hear others opinions on this.

Moist or Dry?
I have noticed even here in jacksonville where my dirt is 90% sand that any liquid stands on top until it gets to a certain weight, or is scratched in. Therefore I vote for moist.
