NARGS 2nd Round seed order question

I already received my first round seeds. My question is: I see that you pay $5 per 20 packs of seeds, but further down the page is a statement: "There is a handling charge of $5 US per 20 packets, with a maximum of 80 packets ($20 US) possible. All members regardless of location must pay in this round. Now, are they repeating themselves or do I pay $10 per packet of 20?
