Some thing is munching my comphrey

OKay. Our garden has a treated wood border and weed cloth so it's not something tunneling underground. And we have a deer fence completely fencing the garden so it can't be a deer.

But some thing is munching the comphrey down to almost the base of the plant and it looks like deer damage I've seen. What could be getting in there and how??? How do I save my plant?
