Something that looks like foam or shaving cream is on my cigar plant. What is it? It's not mealy bugs I know what those nasty things look like.

It could be Cercopidae - spittle bugs. I don' have a picture, but it should be easy enough to find here... http://www.bugwood.org. Just type "spittle bug" in the search box and hit search.
I'd be willing to bet it's spittle bug.
Wash it away with the hose
Thanks for your help. I don't see any bugs on the plant. But I will spray it with the hose.

The foam you see is kind of like the same thing as a cocoon, it looks like bubbly saliva
ergo the name "spittle bug"
