They're a decorative way to take the place of downspouts.

Checked the geocities.com site (thanks for that info) but too complicated for me.

It does get kinda complicated, but he also says that you can make a simple one just like a regular chain. That would mean making links out of heavy copper wire and looping them together and then figuring out how to seal up the open part of each link once they are hooked. If you didn't want to solder it then you might could use some kind of super glue that would work for metal to metal contact. There's tons of different glues at Home Depot, some for glass, for metal, for plastic, etc...
