Sale and import prohibited in US, can I trade?

Somniferum poppie seeds are now illegal to import because they are the type of poppy that produces the basic form of heroin. It is my understanding that gardeners can still grow them as an ornamental but I am confused as to how the law is meant to affect us in trading the seed. Can anyone clear this up? I love the Hens and Chicks. They make such great dried pods. Jessamine

It is my understanding that the law NOT about HOW the plant materials enter (trade/bought/bribe) the country...but WHAT the plant material IS - but this is ONLY from outside the USA INTO the USA.

However, there are existing rules about shipping plants/receiving plants between states in the USA. Each state has requirements - it's just that there aren't the people to enforce them.
